Public service management & administration

The public service management & administration department is working towards and an Efficient Public Service Delivery.

Mandate

  • Ensuring and coordinating the participation of communities and locations in governance at the local level and assisting communities
  • Develop the administrative capacity for the effective exercise of the functions and powers and participation in governance at the local level.
  • Establish and abolish offices in the Migori County Public Service
  • Appoint persons to hold or act in offices of the Migori County Public Service including in the Boards of cities and urban areas within the county and to confirm appointments
  • Exercise disciplinary control over and remove persons holding or acting in those offices as provided for under this part
  • Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board
  • Promote in the Migori County Public Service the values and principles referred to in Articles 10 and 232
  • Evaluate and report to the Migori County Assembly on the extent to which the values and principles referred to in Articles 10 and 232 are complied with the Migori County Public Service
  • Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the county
  • Advise the Migori County Government on human resource management and development
  • Advise Migori County Government on implementation and monitoring of the national performance management system in county
  • Make recommendations to the salaries and Remuneration Commission, on behalf of the Migori County government, on the remuneration, pensions and gratuities for Migori County Public Service employees
  • Ensures integration of communication avenues in all county development activities.
  • Development of Information Communication and Technology systems in the county
  • Enhancing peace, cohesion and integration in the county

  • The County has established Monitoring and evaluation department to ascertain the value of money for all projects, programmes and policies implemented

 Mid-Term Goals

  • Currently partnering with the private sector and NGOs to roll out Civic Education to the citizens. Some of the organisations include Concern-Worldwide, CARD Kenya, NASCOP, FACES and USAID.
  • Establish a full-fledged directorate of Public Participation fully staffed and equipped to ensure that major decisions /development activities and decisions are subjected to public participation.
  • Elaborate and extensive public awareness programs to be run by the County. In the future adequate budgetary allocation to be put aside to run the public participation programmes.
